      I wouldn't say these are rogue, but not the happiest ones - Curacao and Cyprus. That's just my opinion or more like impression. I also feel that software provider has bigger "power" over casino than it's licence. Some casinos have a decent licence, but they remain rogue, because of being provided by not so reputable software.
