      Have the odd feeling they've done that to actually save manpower, cause you would agree I guess that imposing certain procedures over whole country based group of players is much easier than searching, evaluating and then differentiating which one of these players are meeting predefined thresholds, then to apply certain SOW politics and reqs, etc etc... Look what's happening with PokerStars who went ''by the book'' when it comes to SOW reqs, the majority of their latest AGCCS cases left unanswered at all and they are that close to getting an official AG warning.
