#1 By active rep in the house, do you mean a rep in the casino or a rep at AG/forum websites? Not all casinos can or would like to have a rep at any/all casino forum websites for reasons of their own, but yes, by having one should award an advantage in the rankings.
#2 Any track record requires time to acquire, but this is almost impossible for newly launched casinos, so a track record cannot be an important contributor for new casinos rankings. There are many other more important factors that should be considered first. A re-review over time? Yes, but I don't think forum websites have that luxury for doing updated reviews.
#3 Withdrawal limits do play an important role for players...the higher the limits the better...but then again, a lot of new casinos, plus even older ones, do not or cannot have the financial capabilities to allow so. Nonetheless, their financial capabilities should count a lot in their rankings.
