The 2nd line was more like "As a token of our gratitude for returning the surplus amounts and trusting our valued AG members we've decided to lower the wait times for prize payouts". A new year with fresher rules leaving behind the old "Up to 28 days" waiting rule. @cocopop3011 Did my "Happy Birthday to all of AG!" upon sending back the surplus had any effect on this final decision? The ones who can participate with no restrictions can choose ONE of the two contests (ie. GG or the other contest) while the members who are restricted to GG can participate in a separate contest that allows them to join as opposed to not participating at all for the duration of the GG contest.
