I've a bit of a conscious bias against any form of licence granters/regulators:

 

All stemmed from being at a conference in which the regulator, responsible for granting licences to company's who issue waste collection licences, proceeded to tell the people around that 'you must vet these places more!' So when i chimed up from the back to say 'Err isn't that your job as you grant and monitor licence conditions, so these guys place reliance upon your due diligence' I was met with hostility, particularly after my parting comment of 'well, if they can't use what you do, i don't really see the point of you'

 

Point being...such bodies are typically 'advisory' in nature.
