who's at fault on area restrictions

i was wondering if an online casino let's a player play from an area that states on their website it is not allowed but a player can play without using a vpn so truly from a restricted area. who's at fault and is a refund a posibility if it's the casino's fault

If a casino has stated clearly that you are not allowed to play from your location and still make a deposit you have broken a casinos policy. The thing is that a casino can be fined by government of certain countries for allowing its players to gamble from restricted countries. Its solely a players responsibility to read terms before signing up.

If you want to play slots you can always play with vpn at those casinos where vpn is allowed. You can always talk to live chat. 

You can get a refund depending on the casino where you were playing. If you have broken any other term apart from this then you wont get money back. If you have lost your entire balance and then want your money, even then you wont get your money.

If you know your country is banned and you use a VPN to get passed this - this is obviously the players' fault.  However, if you're allowed to register from the right country and give all the right details even though the country is restircted, technically you shouldn't be able to, however - the casino will always say you breached their terms and conditions. If you'd read them you'd see your country was restricted.
