What happens if the casino doesn't accept your sow papers and you want a withdrawal?

Do they have any right to hold your money? What's the legal aspect of this?

If the sow is issued by bank then they cannot refuse to accept. 

By papers do you mean you created a pdf/statement yourself?

No casino has right to deny a sow issued by bank as long as it contains all required detail.

Well, depends on the casino license... The stricter the license, the bigger the SOW fuss. And vise versa, the more liberal the license, the less stricter SOW procedures, is any at all.
