They may or may not, but why would you use one? If your country is restricted and you use a VPN then when you go to verify and withdraw you're probably not going to get your winnings.

I mean if its stated in their terms and conditions why would it matter? Even if they are in the wrong they will still have some sort of obligations towards you.
