Even if I decide to not get first deposit bonus, is it subject to wager requirements?

Every online casino sites provide first deposit bonus (or sign up bonus) and if I determine to not get it, to avoid being subject to wager requirements like 20 times, 30 times, 50x...., can I withdraw winnings at any time when  I want?

 

And is it subject to  contribution percentage (slot 100%, another game  25%...)  for wager requirements only with bonus account?
