Question about licencing structure in Autonomous Island of Anjouan, Union of Comoros

Hello everyone,
My apologies for my first post being directly a question, but I couldnt figure it out myself and couldnt think of a better place to ask :)

I just found out that the Autonomous Island of Anjouan, Union of Comoros has issued multiple licences to different online casinos.
I saw that some casinos often have several over several different brands underneath.
My question is, does this work there as well as in Curacao where the company rents out its licence to different operators?
Or are multiple brands generally one operator/company?
