Seems like the works of a dishonest Bingo site. Why don't you say it's name? I think it's not a bad idea to always check the reputation of new playing sites. A simple google search using the name of the site plus the words "scam" or "reputation" or "complains". This site, for instance, seems to take advantage of players as it is able to by any excuses. There are certainly more complaints online if you search.
